Precursor chemicals, also known as scheduled substances or drug precursors, are chemicals that are known to be used in the illegal manufacture of narcotic drugs and psychoactive substances. These precursor chemicals also have legitimate commercial uses and are legally used in a wide variety of industrial processes and consumer products, such as. Illicit Traffic in Narcotic Drugs and Psychotropic Substances, (which we shall call the Convention for the sake of brevity), therefore, identifies those precursors most crucial to the illicit manufacture of drugs. These are listed in Table-I and Table-II of the convention and are universally accepted as precursors. These chemicals are.

The purposes of the negotiations shall be to (a) establish a list of precursor and essential chemicals contributing to the illicit manufacture of controlled substances, as defined in section of the Controlled Substances Act ; (b) reach one or more international agreements on a method for maintaining records of transactions of these listed. “In China, according to the Drug Enforcement Agency (DEA), around 5, illegal drug laboratories have been processing synthetic drugs and chemicals to process : Hollie Mckay.

With regard to cocaine precursors, although there is evidence of illicit manufacture of potassium permanganate, the main oxidizing agent, and of use of substitute chemicals, the extent of such activities is unknown.

Precursor and essential chemicals are critical to the manu facture of illicit drugs. Controlling their diversion from licit commerce is an important element of the national strategy to control the illicit drug industry.

Narcotic Drugs and Psychotropic Substances under International Control”, produced by the Laboratory and Scientific Section of UNODC, which can be accessed at:File Size: KB.

Precursors and Chemicals Frequently Used in the Illicit Manufacture of Narcotic Drugs and Psychotropic Substances 9 Jun This publication is divided into two parts: the first part describes the framework for precursor control and action taken by the Governments; the second part collects analysis of data on illicit traffic and seizure of.

Virtually every illicit drug has been impacted, with supply chain disruptions at both the wholesale and retail level. Traffickers are stockpiling narcotics and cash along the border, and the U.S. Drug Enforcement Administration even reports a decrease in money laundering and online drug sales on the so-called dark web.

Limit the ability of criminal organizations to legally purchase precursor chemicals in Canada to manufacture illicit drugs. Without precursor regulations, Canada could potentially become a target for clandestine operations in both diverted chemicals and the illicit production of synthetic drugs.

viii TERMINOLOGY The terms “precursors” and “chemicals” The Dictionary covers the scheduled substances, as defined by the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, The term “precursor” is used to indicate any substance listed in Table I or II of the Convention, except where the context requires.

Drugs are any chemical substances that effect a physical, mental, emotional, or behavioral change in an individual. Drug abuse is the use of any licit or illicit chemical substance that results in physical, mental, emotional, or behavioral impairment in an individual.

Hallucinogens are drugs that affect sensation, thinking, self-awareness, and emotion. Hallucinogens include LSD (acid, microdot), mescaline and peyote (mexc. Precursor chemicals are chemicals that are essential to the production of a controlled substance.

Precursor chemicals have a wide legitimate use in the production of consumer goods such as pharmaceuticals, fragrances, flavouring agents, petroleum products, fertilizers and paints.

Some drug reports call acetic anhydride a precursor chemical, but precursor chemicals differ from essential chemicals in that they become part of the molecular structure of the compound manufactured (International Narcotics Control Board,Multilingual,Sevick, ). To facilitate continuity across reports, the present study at Cited by: 8.

Precursors are chemicals that are frequently diverted from legitimate activities to the illegal manufacture of drugs. Inthe United Nations addressed the problem of the diversion of precursors to illegal markets or uses by adopting provisions within the Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.

Canada signed this convention in. Essential chemicals, however, are reagents and catalysts that do not become part of a final product's molecular structure. In contrast, precursor chemicals, for example, ephedrine and pseudoephedrine in methamphetamine manufacture, become part of the final product's molecular struct 30, 31).Cited by: 6.

Some of the precursor chemicals needed to manufacture meth include pseudoephedrine (contained in over the counter cold medicines), anhydrous ammonia (used primarily as an agricultural fertilizer and industrial refrigerant), and red phosphorus (used in matches).

To reduce heroin availability, the United Nations (UN) has encouraged nations to control acetic anhydride, an essential ("precursor") chemical typically necessary to the drug's production.

the production of illicit drugs requires the use of chemicals either to facilitate their extraction from natural materials, or to form semi- or fully synthetic substances. Restricting the availability of those chemicals, the drug precursors, has been a key component of drug supply reduction efforts since the late Size: KB.

(A) major illicit drug producing and major drug-transit countries; (B) major sources of precursor chemicals used in the production of illicit narcotics; or (C) major money laundering countries. These countries are identified below. Major Illicit Drug Producing and Major Drug-Transit Countries.

The availability of precursors and other chemicals is essential for the manufacturing of synthetic drugs. While obtaining the appropriate precursor chemicals is an ongoing problem for illicit drug producers, ensuring that precursor chemicals are not used for drug production is a major concern for drug supply reduction efforts.Precursor and essential chemicals used in methamphetamine production contribute to the threat posed by methamphetamine.

Methamphetamine producers obtain ephedrine, pseudoephedrine, and other essential chemicals from Mexican DTOs, although this appears to be occurring somewhat less frequently than in the past.Between andthe volume of meth and precursor chemical seizures in Mexico increased 1, percent Most of the precursor chemicals are suspected to have originated in China Mexican authorities seized a record tons of precursor chemicals from China in just six weeks in
